The Journal de St. Peterburg agrees with Count Kalnoky'a claim-that the independence of the Balkan States should ha respected, and approves of the policy of the Servian Regents) with the hope that they will restore that intimate union with Russia which' once • existed. Tho Jonrnal also declares that Russia will never interfere with Servian independence, and cordially accepts Count Kaltioky's assurances of peace.
