A Tragic Death. Napier, January 24; A man named Joseph Osborne, engaged on the harbor works, was drowned this morning, being washed out of a monolith casing as it was being lowered. Osborne could not swim and before another workman who swam out could reach him ho sank. The body is not yet recovered.
