P., Meredith (Chairman), Moore/Elder, Meredith,-and ; Morrison. ; - ;.Mr Mooto said before- proceeding-to business he would . , like fo ask the.' Chairman why-, the /resolution of "the. : .lCtli.Septombe.r::aath6risi.iig"the'Boi|i^ to raise a loaiv inider. the ioans tp' Local Bodies'Aci; by;petition, had: not been carried out;■ The Chairniitn explained that the' petition.. did 'riot contain , sufficient' information to enable the Board to raifto a loan;:as;certain; statements respecting tho value of sections had not' been received-from .the Property...Tax Commissioner, therefore at the last meeting he had advised the Board to . take ,a poll of the ratepayers, and had accordingly . advertised that a poll would be taken, and further stated that Mr Moore, had taken the petition away to Welingtou, and retained it there for some time. .Mr Moore said he had taken the petition to Wellington because the Clerk had told him'that it, was l'perfectly useless for. the purpose of raising a loan, and found, upon referring the matter to competent authorities,, that the.petition was in due form,-and. 'maintained that the Chairman had committed a grave errer in advertising the poll, and that in his opinion before the resolution passed at the last meeting to raise tho loan by taking a poll of the ratepayers, the .resolution of lflth September, authorising - the Board to raise the loan -by petition should have been rescindad, and moused -the. Chairman and his .friends of. putting obstacles in the. xiv of getting the.money.. . 1 ■ Mr Meredith said-lie- would- like to ask Mr Moore how he eould reconcile his statement in referring to the action of the Chairman and . his frieuds, when their names appeared on the petition. A- long discussion followed, in which, the.Chairman, Mr Moore and Mr Meredith joined. . ■ ' The 'Chairman , was authorised to: expend.a .sum, not exceeding £2O in', .repaira to the roads in-No, 3 Ward. .. • Mi.Moore said he wis not opposed to the expenditure, -providing a part of it .was for Mr Bitching's road. .' Ihjoply, Mr Meredith '-said he did liqt-:C6ntem[)late including tlie.road to Mr -llitehiiig's in tlie. motion,- but he would move la-ter'on in that direction.
Mr: Moore said Mr Hitchings had 'applied for work to be. 'done, on the road to liis proporfcy."' • .. ■ The .Chairman replied that he had not'paid.his rates for last year, nor for the current year. Mr Moore said he had a motion to propose, but before doing so lie would like to make a' statement., It was in reference, to '.two' lines of road at Mangapui,. and a 3. lie, together '.with two other members of the' Board were personally interested, tiiey ■ would be debarred from speaking to the resolution.
• The Chairman objected to hear the statement, as there' was no motion before the meeting. Mr Moore proposed, That the Chairman having prevented him from making .a statement, and thereby stopped him from bringing forward the motion, the opinion of the Board be taken as to his ruling, This found no seconder. ■
Mr, Moore then,read his resolution as Mows That before more public money is expended on either road at Messrs Elder and Morrison be requested to appoint two disinterested persons to decide a3 to which' is the most desirable line.
The Chairman objected to . put the motion before the'meeting, as the matter had been decided by the petition to raise a loan of £2OO for expenditure on one of these lines, "
Mr Moore proposed that the rate-, ■payers at Mangapiuin No 4 subdivision having by letter requested' the 'Board to open the road on the best, available route, this Board is of opinion that the chairman's' ruling in declining to put the motion reierring to this line before the'meeting is absolutely wrong, and should bo reversed. ■
After some discussion this was rejected. • Mr Moore handed in the petition from the ratepayers of Mangapiu,: requesting the Bpavd to open the road on the best liiie," ■'*.. - Ml' Moore proposed, that the.. two resolutions moved bvliim and rejected bv the chairman be- recorded ..on.the niinutes with the .chairman's' , Ta'ling thereon.
