With reference to the letters from the Benevolent Society and Hospital Trustees, Cr Gapper moved " That tho applications be not acceded to." He, contended that as long as the-public 1 bodies continued to subscribe to tlieso institutions ' when asked, the people would not understand what they were paying for and how lliey were'paying it. He was favorable to the special rate being struck as he had no sympathy with people having their money drawn from them in the dark and having, as it ■ were, a dual rate to pay. He thought it was quite time the ratepayers were brought to understand what their money was being spent for Cr Parsoiis seconded pro forma and agreed with the mover. Cr Hesscy said lie- would rather see a special rate, struck.' than have the funds of the,. Borough ■ taken for tho purpose, as there was scarcely enough money to do what work was required, Cr T. Chamberlain would rather see the money paid out of the general funds as he thought it ivould be absurd to go to the expense of collecting such a small amount by a special rate. Cr Muir moved that the question bo referred to the finance committee, as he did not see the force of striking auother rate to collect £SO.
Cr Cullen seconded the amendment, Cr Papworth urged the Council to meet the application in a liberal spirit, andnot force a rate on lho;people, 11 was a serious question to consider, and lie would bo sorry to see another rate struck, us the country, was already overrated, and-it was like putting the last straw on the camel's back. Ha thought the' easiest way out of the difficulty was to grant the money, Cr E, Chamberlain suggested taking the - applications separately, as some • might favor one and some another,

LIOIIT AT KORIPOSI, With reference to Mr Shuto's application, Cr Gapper moved that the Gas Committee be instructed to place a lamp at the spot indicated. Ho said lie was always under the impression that it \vag to be placed at the junction, and was surprised to see that the Gas Works Committee had placed it in the gas works yard. Or Papworth seconded the motion, but would like to be informed as to the probable cost, and who would.bear the expense. Or Parsons, as a gas committeeman, had suggested the removal of the post office lamp to the gns yard, and was quite surprised to hear it was promised to theKurupuni district. Cr Perry had never heard of the promiso being made to the Kurupuni people. He would' like the inhabitants of Kurupuni to-petition to have the gas mains laid down there, so that they could participate in the street lighting.
Several. Councillors spoke on the question, the allocation of the cost of street lighting being introduced in the discussion,
Cr Muir moved as an amendment That the question bo left in abeyance until the street lighting charges were settled, and that the Gas Committee report on it at next meeting. Cr Parsons seconded the amendment, Cr Papworth. 'contended that the amendment was only to shelve the question, and considered that the dis-trict-was entitled to" the light, • The' motion was carried .on the voices, the amendment having been lost on division,
HBPOIITS. The report of the Library Committee was read aud adopted, recommending several minor mutters to bo curried out in connection with the Institute, Tho Gas Committee's report was read and adopted.
The By-laws and Sanitary Committees' reports were read and adopted without discussion,
FIRE BRIGADE, The Five Brigade Committee's report ps read, ami also a report pf the Municipal: Brigade Captain for the past year, ' The mention of an old account of £l2 odd for pumping caused considerable discussion,
Or Papworth called attention to the amount of moiifiy paid for flrei extinguishing purposeS in the Borough and .argued that the volunteer principle was far preferable to the paid 'system. •While complimenting the Brigade on their efficiency ho iliought that equally good work could bo; (lone by the Volunteer Brigade, who' were always found willing and able to carry out what was required of themj and • lie did not think thero was any ,raore im-. provement-:- in the systemj of fire extinguishing in the Borough, than under the old regime, Tlio j-eporfc was fidppted- apjl the Comnntjt'eo empowered to effect gertain repairs to the firebell"tower.

Works. > As there had been no Works Committee meeting during tho past fortnight, the Overseers report was read, which treated of the works in progress and recommending others that were necessary. Ci' Gapper in moving that tho recommendation of the Overseer be (liopted, said it was time that the Council decided what manner, they would proceed with their wjrks so that tiii Overseer could .arrange his men. and have tho works in prog reus 'simultaneously; ; Cirs-Chainberlain- and Hessey called attention to the large stones raked into the ruts without being broken, r The report was adopted. ~ ' liEnall Street. Or Cullen asked what was done with regard to the land given by the.Towu Lands Trust for the widening of Kenallstreat. . On the motion of Or Gapper, seconded by.Cr Papworth the offer of the Trusses was accepted with thanks. ; Or Gullen asked if the Works Committee had instructions to proceed with forming that portion of the street, Or Gapper called'attention to the fact that the'works wore already scheduled for the year, and" before this particular work could' take; precedence, tho resolution passed at a former meeting would' have to bo rescinded;- At tho samo time he thought it would be belter to do the work now than: wait' for the next dry season as it would require ploughing up, ■ and could be done now much cheaper. Or Muir moved that the widening of that portion of Eenall street be added to the schedule'of works and that the overseer be instructed to clear, tho ground and see that no obstruction or dangerous places were'left on it,
Or Heasey seconded the motion, which was carried. . Columba Road,
Cr Papworth called attention to the state of Columba roklj during the past fortnight,- had been inundated owing to the water-tables being choked with gorse, and a hedge growing in the centre of the road. He asked the Council- to remove the bodge, us he considered it obstructed the traffic, harbored vermin and kept the road in a swampy state, He staled that children had to wade'over their shoetops through the water to'get to school and hoped the Council would tee their way to removo the obstruction,
Cr Parsons said the Coiincil ought to clear the road; of the .hedge, lhey compelled other people to keep the roads clear of their hedges, and the Council ough'' to set a good example. Referred to Works Committee, with .power to act APPOINTMENTS; 1
Cr Papworth was appointed to the tiro brigade committee, vice Cr Guppur resigned, and Or Elkinstotho Works Committee, vice Cr Perry resigned.
