WAIRARAPA EAST COUNTY.
Finance Committee's Report.
The Finance Committee reported a debit balance of £13315s sd, receipt since last meeting £6301)3 lOd. The Committco recommended that the coats in the case Stevens v the Council amounting to £3ti 7s be charged to the unexpended balance of-grant No. 2 Masterton-Waimata Road; that the debt on the Waipoua,Waingawa, and Ituamahunga bridges be spread over the whole County pro rata and paid in two years; that with reference to the Audit query re Councillors' expenses the Council rescind the resolution of 31st March, 1883, with a view to fixing the following scale One shilling per mile (one way) to be paid to each meiiibti as mileage rate from his rejidenco to Masterton, and 10s per day travelling expenses during the titno ho is compelled to remain in Masterton on the business of tlio Council; that a deputation wait on the Government and represent, tho injustice suffered by settlers under the Local Bodies Finance and Powers Aet through being doprived of subsidy on the County rates; also to direct attention to the difficulties arising from flood damages to bridges; that a geneial rate of Jd be struck over the whole County. With regard to the Castlopoint Riding the following recommendations were made:— That whereas it appears tho Castlepoint Riding is in debt to the amount of £753 —that the estimate for works on separate rate accounts amount to £I39J 195., that the general rate suggested is |d. , and that the amount required to provide £3,76 (one half of the debt which by resolution of the Council is required to be discharged during the current year), and £1391 IDs for necessary works is in excess of what can bo legally raised by the County within that Riding by the sum of £798, the committee recommended tho Council to advise the Castlepuint Board that' unless the Board is able and willing to hand over to the County the amount of such deficiency tlio County will bo compelled to leave tho roads in a condition of disrepair. OAIIANGA FERRY AND ROADS. It was resolved that the report on the Waiotieke deviation be adopted with a vote of thanks to the Chairman and Engineer for the trouble taken in the matter, and that as a deviation will bo of great service in opening up the Crown Lands in the East of the Puketois the deputation which has already been appointed to interview the Government be requested to ask the Government to favorably entertain the proposal to assist.
