COUNTY COUNCIL.
A meeting of the East and West Wairarapa County Council was hold at Carterton on Monday for the purpose of electing a member to represent the district in the Wellington Harbor Board. Present Crs W: Booth (in the chair), H. Bunny, W.U Buchanan, MiH.R, H. R. Bunny; A, Matthews, J, Tully, J, Martin, H. Braithwaito, and C. Phillips. Or W. H. Beetham represented the East' County Council. The minutes of the previous meeting were read and confirmed.
It was moved by Or. H. Bunny and seconded by Cr J. Tully that Cr W. Booth be re-elected to represent the Wairarapa district as member of the Harbor Board,
Cr 0. Phillips moved that Mr P. A. Krull be elected to represent this district in the Harbor Board, but not' finding a seconder,- the first motion was put and carried unanimously,
Cr IV. Booth having briefly thanked the meeting for the honor conferred upon him, the business ot the West County Council was commenced. The minutes of the last meeting were read and confirmed.
The Treasurer reported receipts since last meeting of £1779 lis.
The Chairman informed the Council that the ( dobfc owing on the Waihoine bridge had been paid off,' Cr H. Bunny gave notice to move at the next meeting of the Council that the Waihoine toll gate be done away with at the expiration of the present lease, Correspondence was read from the Commissioner of State Forests "notifying that Cr W. Booth had been elected a conservator under the State Forests Act.
Cr Phillips thought that a person more interested in tho growth of timber should have been elected. Cr Buchanan moved and Cr Matthews seconded that the Clerk be instructed to call the attention of the Government to the desirability of something being done to prevent the fires occurring along the railway line through the sparks from the engines.
A circular was read from the Waikato County Council asking this Council to cooperate with them in trying to get some amendments to tho Charitable Aid and Hospital Acts, and setting forth certain amendments which they thought necessary.
Or H. Bunny in speaking on the matter said as Chairman of the United Board under the Charitable Aid and hospitaj Acts, there was q great nacu! of some stinendinents. being '"made, and the matter was placed in the hands of a legal adviser for his opinion, and went on to state that under the present Act, the country was called upon to contribute very largely to the Wellington Benevolent Institutions.
Or Buchanan, in speaking on the matter, said that he quite agreed with the last speaker as to the'amendments required, but he did not agree to all which was set forth in tho circular from Waikato County Council.
It was resolved that Or H. Bunny take the circular and lay it before the meeting of the Hospital GominitteQ and. report upon it at tho next' meeting of the Council,
The letter from tho East County Council on Local Government was allowed to lay on the table,
Cr Phillips, speaking on the letter, said that he would advise Mr Hawkins to study the old Provincial Council Acts,' Of H ; Bunny moved, ami Or Buchanan, secqncled, that/Messrs W, Bpotlf, % R, Bunny, W, ft. Buchanan, J, Tully, and the mover form a Committee to discuss th,e Local Government question, From Wairarapa East County Council, re joining with them in testing the validity of the Wativo Land Rating, Cr Matthews moved, and Cr H. R, Bunny seconded, that no action be taken in the matter.
From Colonial Treasurer, advising remittance of £786 subsidy. ' From the Public Works Department, rereads and' bridges, stating that.proceedings now in force could not be altered,
From same, re unexpended balance for roads and bridges. It was moved and seconded that the gqyernmpr.i; offer of £97 10s to £'loo b,e accepted.
Cr Martin moved that the matter stand pver for a time, which was carried, A lot of correspondence from tho letter book was read by the olerk,
The Engiaoer's report with reference to works in the lower part of the county was read, and relegated to the Public Works Committee, with power to request the Government to allow a portion of the LSOO grant to'be spent in making a road from Cooper's to Waiuuioru. • Or J. Tully asked the Engineer what he thought it would cost to make a bridle track four feet wide from Martinborough In reply $6 Inginoeu stated that lie thought it could be done for 26s per chain,'
Or Martin said ho thought the money would be spent in building bridges, and was supported by Mr Buchanan. The matter was referred to the Public Works Committee,
Cr Phillip's motion re slaughter houses and carrying lights in vehicles after dark, was referred to tlie Public Works Commjtteg fop. fhejji to frame a by-law on H|esame.' 0r Pjiillipß asked to withdraw his motion on the railway charges on'woo], &o, Or Matthews drew the attention of tho •Counoil to tho unsafoness of tho Waihoino Bridge in driving sheep and cattle over. The Engineer was requested to see what was best to be done.
The meeting adjourned till the second Saturday in March,
