THE MEETING OF THE EMPERORS.
Authentic information relative to the conversation between Count Kalnoky and M. de Giers and other diplomatic personages at Kremsier sums up the outcome of the Imperial meeting, and of the whole situation in eleven points. First, the absolute decision of the three Emperors—Germany, Russia, and Austria to preserve the pacific status quo. Second, Russia affords proof of this pacific intention by her recent sacrifices on the occasion of great triumphs in order to preserve peace in Asia. Third, the impossibility of an Anglo-Turkish alliance while Turkey remains under the influence of Germany. The mission of Sir H. 1). Wolff therefore probably relates solely to the aflaira of the Soudan. Fourth, the common accord of the three monarchs in all neighboring international questions. Fifth, 110 one of them will conclude a treaty with a fourth Power without previously consulting his two Imperial allies. Sixth, the assurance that in the event of any differences arising between the three Empires they will be regulated by the personal intervention of one or other of the Sovereigns, and that the Emperor V illiam, as the personal friend of the other two, will be the first with whom the arbitration shall lest. Seventh, mutual assurance of help at all times against Socialism and Anarchism. Eighth, an understanding that Ministers of the respective Empires in the initiation or conclusion of obligations, are the executors of the opinions and wishes of the three Sovereigns, and, consequently, that of foreign policy will be decided in accordance with the entente cordkle. Ninth, the questions actulaly discussed at Kremsier were previously discussed at Narzin by Prince Bismarck and Couut Kalnoky, and the Chancellor, in despatches to the Count and M. de Giers, congratulated them on the result of the Kremsier- deliberations, of which detailed assurances had been sent to Berlin. Tenth, the outcome of the Imperial interview will be manifested in the jqint treatment of international questions which come before the respective Cabinefs, Eleventh, no of internal pqlicy \yere eyen mentioned, eaph State, with regard to such questions, resolving to act with perfect liberty and independence; hut with regard to external affairs a perfect understanding is henceforth to exist between the three Sovereigns, although no actual treaty has been prepared by them. The opinion expressed in the highest Austrian circles was tq the eflfccj; tl|at wqr between England and Russia is inevitable, but at Berlin .a less pessimist qpiniqn prevails.
