MASTERTON BOROUGH COUNCIL.

The ordinary fortnightly meeting of the BoioUgh Council was held last night. Present—Ors Gapper (in the chair), Bacon, Muir, Heron, Hessey, Perry and Williams, Cr Mason apologised for his inability to attend, The minutes of the previous ordinary meeting, and of a special meeting, were read and confirmed, The Town Clerk read a synopsis of the correspondence outwards and inwards, HOSPITAL AND OHARITABLE AID Bill, A. circular was received from Mr G. S. Cooper, Under-Secretary in the Colonial Secretary's office, enclosing copy of the Hospital and Charitable Aid Act, and drawing attention to tho fact that a representative would have to be elected on the 15th inst, Cr Gapper moved that the Mayor and Crs Muir, Williams and ferry be appointed a Committee to deal with tho matter, Seconded by Cr Heron and carried, GRAVEL, Messrs J. Ewington and W. Neill wrote, protesting against gravel being taken out of the Waipoua where it runs between their properties, the former also threatening legal proceedings. Mr Ewington also attended and said that the Council was cutting a channel through his land, which was outside of the Borough. Cr Heron said the Foreman was of opinion that they could take a lot of gravel away at the spot without doing damage. Cr Gapper said they were under the impression that they were taking the gravel out of the old channel of the river, and it would really be doing a benefit, as it would straighten the channel. Mr Ewington stated that if they took it from higher up they would do good. Cr Perry moved that the matter be allowed to stand over until they had a report from their engineer. Seconded by Cr Gapper and carried. Mr P, Carr wrote asking permission to take gravel out of the section purchased as a site for the gasworks, as the pit would also do for sinking the gasometer. The Chairman said he did not think that they should entertain 'he application until they had the opinionof the Engineer. He moved that it be referred to the Gas Committee. NEW RATEPAYERS. The names of James Reordan and Hans Bertelsen were added to the burgess roll. FOOIPATJi. Mr J Vile wrote asking for permission to lay about eight square yards of a colonially made concrete in front of the Council Chambers. He was of opinion that it would prove a cheap and good footpath. The application was granted. BUILDING REGULATIONS. Several property-owners in Queen Street wrote drawing the attention of the Council to the unsafe state of a number of buildings in the street, they being covered with wood. Mr Lowes also wrote asking that he be allowed to address the Council with regard to an alleged breach of the building regulations committed by him. Mr Lowes also attended and said lie had to apologise to the Council for omitting to write to the Council on the subject. He thought that the position to which the building had been removed was really conductive to safety. He asked for permission to leave it where it was, and cover the roof and front with iron. He considered that it would be a hardship if he were compelled to cover the whole of it with iron, Tho building had been moved forward in his absence, and against his instructions. Cr. Hessey moved that the by law be carried out. That was the only thing they could do in face of the petition before them. Tlie Chairman seconded pro forma. Cr Muir moved as an amendment that Mr Lowes' proposal to cover the roof and front with iron be acceded to. The amendment was not seconded, and the resolution carried. Mr Lowes thanked the Council for the patient hearing, and for their linn adherence. He could scarcely approve of the action of one or two Councillors in canvassing for the petition. The Chairman denied that any member of the Council had canvassed for it. Mr Lowes repeated what lie had said, and stated that he was positive. The matter was allowed to drop. new plans. Mr T. Wagg waited on the Council and presented plans of a building that he was haying erected, and apologised for not doing so before commencing it. The matter was referred to Mr Russell, and the apology was accepted. Mr J. Macara presented plans of additions to a stable in Williams-street, and as he was pressed lor timo, he asked that the matter be dealt with at once, The application was granted, subject to the approval of the Inspector, WORKS COMMITTEE, The report of the Foreman on the works in progress was read, as was also the report of the Works Committee, The latter recommended that a seven wire fence be erected on the frontage of Mr R. McKenzie's land in Dixon-street, and that a street be laid through the Bishop's reserve.

With regard to the last-mentioned paragraph, several letters were laid on the table.

On the motion of Or Heron, seconded by Cr Hessey, the report was adopted.

Or Mason was appointed a member of the Finance Committee, and Crs P«rry and Heron members of the Gas Committee.
