THE WAIPOUA OVERFLOW.

Mr Blackett has sent his leport on the Waipoim overflow to the Minister of Public Works, and the gist of it has been allowed to transpire. Mr Blackett recommends the adoption of Mr Bresiner's proposals, namely, to clear tho old channel of the river of snags, and to erect an embankment. But for some unaccountable reason, he also wants to raise the railway on the Opaki, where it crosses the Waipipi, the cost of that work being estimated at £I4OO. Mr .Richardson lias not approved of the report. He, however, suggests that the settlers might form a River Board, and promises to subsidize thorn if they do, Why the whole report should have been thrown aside when the excision of the one useless paragraph would have served all purposes, does not appear. Tho gist of Mr Blackett's report has been communicated by Mr G. Bkethaji to the local bodies interested, and also to Mr J, Herbert, who has convened a meeting of soitlers for Saturday next to consider Mr Richardson's proposal.
