MASTERTON BOROUGH COUNCIL.
The ordinary meeting of the Council was held last evening, Present—His Worship the.Mayor,.and Crs Gapper, Renall, Feist, McCardle, Woodroofe, Murray, Gray and Vile.

Some of the sections, however, were not the ones.selected by the Committee of the Council.
From John Common, • asking for a road to be opened to his proposed fellmongery establishment.
Or McOiirdle proposed that Mr Common's application be referred to the Works Committee, as any new industry should be encouraged. ; Cr Murray supported, the application, as the cost would be inconsiderable.
Or Renall thought it was a question for the Finance Committee, as without money was forthcoming the Public Works Committee could not undertake the work. The Mayor pointed out that a sum had been placcd'on the Estimate, fcr contingencies, and if the work could be done for a reasonable amount it could be included in the works' under that schedule. Cr Gapper said that the work was necessary, and should be clone at once if the means could be found. The Public Works Committee had already discussed the question. The resolution was carried,

Report re Surveyor and Inspector of Plans and Specifications, Your Committee advise that the Town Clerk be ; appointed Inspector of plans and specifications, with power to see that the Bidding Regulations are strictly adhered to. Your committee recommend that he should charge for such examination of plans and supervision of works the sum of ten shillings on all plans and specifications estimated to cost a sum not more than £SOO, and for buildings to cost any sum over that amount, a fee ot £l. Such fee to be payable to the officer appointed after-plans are deposited and approved. D. McGregor, Chairman of Committee, • APPOINTMENT OF BOROUGH SURVEYOR, Cr Woodroofe wished to know whether the appointment referred to Queen-street onlv, or the whole of the Borough. If the latter, he considered the proposition monstrous. .
The Mayor explained that under the Building Regulations the town was divided into two parts, and-he considered it would be sufficient to carry out the proposal in No, 1 District only, and in No. 2 District when the buildings were within ten feet of each other.
Cr Feist mqvpd that the report be adopted. '' :
Cr Gapper supported the report, provided that No. 1 District was specified in it. The Town Clerk was appointed Inspector of plans and buildings on the motion of Cr McCardle.
Or Vile moved that both districts be included in the report, but did not press his motion, The fees recommended in the report were agreed to on the motion of Or Renall, On the suggestion of Or 'Vile, a fee of 5s was added for buildings under £2OO. WOItKS COMMITTEE. Or Renall _ reported on the works in progress, which included metalling portions of the Uppor Plain, and calling attention to the want of a metal pit in that and other localities. Works inlorns' Estate and other parts of the borough were delayed by the bad weather. The Mayor advocated the suggestion of Cr Renall with respect to gravel pits being obtained if possible. Cr Renall suggested the' appointment of a sub-committee to report on what steps were necessary to secure gravel pits. On the motion of Cr. Vile the question was referred to the Public Works Committee. Cr Renall alluded to the culvert in lorns' Estate which had been referred to by the Press. _ He found by experience that it was desirable in building a culvert to separate the timber contract from the road work. He showed that when the latter part of the work was done, the culvert would be perfect, Some discussion took place on the relative value of gravel and broken metal, Cr Renall stating that the Public Works Committee were trying an experiment with the latter. Cr Renall moved for a return showing the sums paid to date for Engineering and legal assistance by the Borough Council. He also gave notice of a resolution rescinding the appointment of a Borough Solid-, tor, at £lO per annum. Cr Woodroofc seconded the motion for a return. Cr Renall only desired to give by the motion a little information for the Press, and the public.. He did not make it out of any hostile feeling to any individual, but from a conviction that their financial position made the return desirable. The Council divided on the motion for the Engineering return: Ayes 4, .Noes 5 ; the motion was therefore lost, On the motion for the return of legal expenses, the Council divided : Ayes°s, Noes 4; the motion was therefore carried, The Council then .adjourned.
