"JTHEKE is truth in the assertion of the Japanese Foreign Minister, Mr. Hachio Arita, that Shanghai is becoming a, Jewish fortress. The use of the term fortress may be regarded as an exaggeration, but it- is a fact that the Jewish population of Shanghai is moving upwards very fast indeed. The reason for this is that Shanghai remains one of the few ports in the -world where the refugee may land without having to come within the quota for the country from which he has been deported. Jews Hying from the persecutions of the Nazis have found enough money to pay for a passage to Shanghai, there to face a pitiless world with their bare hands.

A stream of refugees is passing through Singapore week by week and some of these are already destitute to the extent of having not even a change of underclothing. The people of Singapore have organised clothes drives and have given all the warm clothing which they possess to these unfortunate people and a refugee fund has been set up. Very few of these people are allowed to stay in Singapore, only those with a store of money are permitted to remain. The womenfolk, particularly, are in an unfortunate position for most of them have held positions of dignity and comfort in Germany before the persecution broke out and now find themselves numbered amongst the poorest of the poor, but with no experience in the management of poverty. The hope of the unmarried is to be able to marry a Britisher in order to obtain British nationality and the peace and protection which is to be found practically nowhere else but under ihe British Flag.

Destitution among the refugees in Shanghai is now in evidence and it may be that a ban will be placed on further refugees going there, in which case it, will be very difficult for those most unfortunate and persecuted people io find a haven in the whole wide world.
