NOT TO BE CRITICISED SOUTH AFRICAN RULING Received Feb. 23, 5.5 p.m. CAPETOWN, Feb. 22. In the House of Assembly, the Speaker checked the leader of the Union Labour Party, Mr. W. B. Madeley, for criticising the Munich Agreement and Mr. Chamberlain. He ruled that members must not criticise Mr. Chamberlain or the heads of foreign Governments. A cablegram received from Capetown on February 21 stated: The Speaker of the Union House of Assembly three time* ruled out the Pvev. Mr. Cadman, a Labour member, for criticising Herr Hitler, to whom he referred as an upstart. Mr. Cadman declared Mr. Pirow’s visit to Herr Hitler, who. he said, “is a person with whom I would not shake hands.”
