THE GERMAN WAY
USE OF STRONG HAND. COLONIAL, ADMINISTRATION. BERLIN, Feb. 8. The colonial propagandist, Dr. Leopold von Wiese, told officials of the Colonial League that the educated native always needs the superior white man’s strong hand. Each would receive a strip of land, with the object of binding him more closely to his kin and to the soil.
