Received November 1, 7.23 a.m. LONDON, October 31. Reuters St. Petersburg correspondent reports that the Czar charged Count <le Witte to arrange a unification of the work of the various Ministers of State, preliminary to his sanctioning a draft law creating a Council of Ministers.

The " Times' "St. Petersburg correspondent states that only a few thousands are aware of the manifesto, and it is doubtful whether the revolutionary leaders, who demand universal suffrage and a constituent Assembly, will be satisfied with t!he Czar's concessions.

Received Noverniber 1, 8.37 a.m. ST. PETERSBURG, October 31. The manifesto was received with shouts of - joy in St. Petersburg,- Warsaw, and elsewhere, but the workmen ai*e irritated at the absence of an amnesty.
