Received October 28, 9.6 a.m. LONDON, October 27. Replying to an apparently unguarded remark by Lord Roeobery at Stourbridge, when sounding a warning re foreign relations, the Hon. St. John Birodrick, speaking at Guildford, emphatically declared that there were no outstanding questions between the British and German Governments, nor anything to prevent-their friendship, and ho ridiculed the story published in- the " Matin," tl:at England would land soldiers in Schleswig. The Trades Unions a*ro defying Mr Sim, Chief Registrar of Friendly Societies, and declare that he passed the rules of a Boot and Shoe Operatives1 Union, containing the very provision for payments that be has now disallowed.

PARIS, October 27. Lobaudy's steerable balloon ascended 15,000 feet at Paris, travelling 30 feet pea* second against the wind, and was easily directed. Military officers were amazed at the performance, and consider the trials conclusive. TOKIO, October 27. The Tokio municipality did not invite the members of the Ministry to the reception of Admiral Togo, owing to the nature of the peace terms. The Mikado invited 4000 naval officers to functions at the palace, including an linpreoederitedly large farewell garden party tendered at Takasaki to the returning Russian officers. The Czar and the Mikado were enthusiastically toasted. Large Japanese conversion external and internal loans will be launched at the earliest opportunity.
