Received October 26, 9.40 a.m. MELBOURNE, October 26. Serious charges against high police officials have been made before the Police Commission. Mr MoHugh, ex-police inspector, stated that ho had been greatly hampered in the carrying out of his duties by the Chief Commissioner. A clerk in tihe Licensing Office stated that the Chief Commissioner was part owner of a certain hotel, and on one occasion ho had the service of a notice on him. Other allegations of the undue exercise of influence by the Chief Commissioner were made. SYDNEY, October 26. The question of majority rule involved in the Liquor Bill was hotly attacked. The Government compromised by reducing the two-third majority to threefifths, and reducing the percentage of electors required to make a valid vote from 50 to 30 per cent. The strenuous opposition to the measure generally, suddenly dropped last night, which indicates that some compact had been made. This was sprung on the House by the Attorney-General stating that it was intended to increase the notice to dispossessed licenses from three years to eight years. An amendment to this effect was subsequently carried by 62 to 7. The amendment was accepted by the supporters of the Bill in the belief that the measure was doomed otherwise. BRISBANE, October 25. Major-General Corbin, commander of the American forces at Manila, and bis wife, accompanied by two officers, have arrived her©. They intend making a pleasure visit to New Zealand.
