POST-WAR SECURITY
UNITED STATES SENATE RESOLUTION VOTE OF 85 TO 5 IN FAVOUR OF INTERNATIONAL ORGANISATION. MISTAKE OF 1919 CORRECTED. (By Telegraph—Press Association—Copyright) WASHINGTON, November 6. ■ The Senate, by <B5 votes to 5, passed the Connally resolution favouring an international organisation with power to prevent aggression and to preserve world peace. The core of the resolution, which the Senate had debated for a fortnight, is:
“That this Senate recognises the necessity for international organisation for the maintenance of international peace and security.’’ Senator Connally, chairman of the ing powers with the following proviso: —“Any treaty made to effect the purposes of this resolution with any nation or association nations shall be made only"with the consent of a twothirds majority of the Senate.” Senate Connally, chairman of the Foreign Relations Committee, declared that the resolution contained the teeth of bayonets if necessary to preserve peace and prevent war, but extreme measures ■. would be employed only if negotiations failed.
“The Senate had corrected the mistake it committed in November, 1919, when it refused to enter the League of Nations,” says the “New York Times” in an editorial. “The cost of the 24 years’ delay has been heavy. Millions of the childpen whom President Wilson tried to save are now in uniform, and some lie dead in Guadalcanal, Tunisia, and Italy, and others in the depth of the sea. These dead wanted security. It was denied them by the great surrender of 1919, which rendered another war inevitable.”
The United Press of America says that the concurrence of the House of Representatives in the resolution is not necessary since the Senate alone ratifies treaties The House adopted a similar resolution on September 21.
