DISTRICT TARGETS HOW THEY WERE FIXED. EXPERIENCE OF EARLIER LOANS & NATIONAL SAVINGS. ‘ — & (By Telegraph—“Times-Age” Special.) WELLINGTON, This Day. At the present stage of the Third Liberty Loan campaign, the 18 war loan committees in each chief postal district are narrowly watching each other’s day to day totals, states the National War Loan Committee. Who will first reach the objective? There is keen rivalry and several sub-com-mittees within the areas of the district organisations have already scored the bull’s eye. They are not relaxing, however, because their aim is to ,see the whole district on top.

The eighteen loan objectives which are now becoming so prominent were not fixed arbitrarily, without regard to the resources and obligations of the areas concerned. There has been the experience of two previous war loans and the sustained effort in connection with national war savings as guides to what is reasonably possible. The district “target” for the 35 million loan is approximately eight times the amount raised annually through the national savings scheme, and the total of these targets equals 35 millions. The metropolitan area total on Thursday night was £2,673,886, and that day’s investments £179,417. Some towns which are not chief postal centres are keeping separate records. Masterton, with an objective of £260,800, has now exceeded its target by £14,400. Masterton’s per centage is 116.
