CONSTRUCTION PLANS IN AMERICA.’ (British Official Wireless.) (Received This Day, 10.55 a.m.) RUGBY, October 27. A Washington message says President Roosevelt today signed a 15,000 million dollar Bill containing funds for the construction of more than 14,000 naval planes and authorising the Construction of aircraft-carriers totalling half a million tons —the equivalent of 25 carriers.
