SAVAGE DECREE

ISSUED BY THE NAZIS IN BELGIUM. ON OCCASION OF NATIONAL DAY. (By Telegraph—Press Association—Copyright) (Received This Day, 12.40 p.m.) LONDON, July 21. The following decree has been issued by the German military commandant for Belgium: “Persons who make false statements calculated to injure the prestige of the occupation authorities, or who foment disturbances, will be sentenced to imprisonment, or fine, or both. In serious cases the death penalty will be imposed.” The Swiss radio declared that the order forbade the celebration of Belgium’s Independence Day, banned buttonholes, the laying of wreaths on memorials or holidays. Brussels was patrolled from an early hour in the morning. All monuments were guarded.
