It was decided to establish a single order of labour priorities which will enable the best use to be made of manpower and production resources. Women will replace men in' increasing numbers and non-essential production will be drastically curtailed. All export production will be reviewed to ensure manpower being used for only necessary production. For the time being, the maintenance and repair of existing ships and combat aircraft will take precedence over all new production.
