The Senate Naval Affairs Committee postponed confirmation of the promotion of Rear-Admiral Adolphus Andrews to vice-admiral when Senator Brewster raised the question of responsibility for the Normandie fire. Senator Walsh, chairman of the committee, said three investigations had not shown any neglect of duty by Admiral Andrews, who was commander of the New York Naval District at the time when the Normandie was burned.
