MORALE AT LOW EBB IN UNITED STATES MEASURES OF ASSISTANCE ADVOCATED. LOANS AND WAR CONTRACTS. (By Telegraph—Press Association—Copyright) (Received This Day, 12.5 p.m.) WASHINGTON, March 3. Senator Murray, in the Senate, said: “The morale of small business is at its lowest ebb in the history of our country. Effective relief measures must be taken as soon as possible. Small business men. at this critical moment, are deserving of very special attention. Like our soldiers on the battlefields, theirs are the lives at stake.” Senator Murray urged the passage of a Bill establishing smaller war plants corporations within the War Production Board, with a capital of 100 million dollars, empowered to lend money and let contracts.
