The Government is considering a sweeping plan for the reform of the House of Lords, including the abolition of the birth qualification for membership, says the “Daily Herald's” political correspondent. The reform would be designed to create an entirely new second chamber on a representative basis. If the plan is adopted, the House of Lords will become a national crosssection, including among its members leaders of the various churches, spokesmen for organised employers, workers, representatives of science, literature and similar professions, educational leaders, chairmen of county councils, and loaders of co-operative movements.

A committee of Ministers under the chairmanship of Sir John Anderson is now working on the plan, and expects to make an early report to the War Cabinet. If agreement is reached the reform may be introduced during the war.
