Expressing concern about national unfitness, President Roosevelt disclosed that a million men had been rejected as physically or mentally unfit for military service. Nine hundred thousand were rejected for various physical and mental defects and a hundred thousand were rejected because they lacked the required standard of education The President said two hundred thousand of the umfit men could be completely rehabilitated and made fit for service The remaining eight hundred thousand could be made fit to perform only limited service .
