REVISION AGREEMENT PRESIDENT’S MESSAGE TO CONGRESS. THE ARMING OF SHIPS. (By Telegraph—Press Association —Copyright) (Received This Day, 12.50 p.m.) WASHINGTON. October 8. President Roosevelt will send a Message to Congress tomorrow, recommending changes in the Neutrality Act. Congressional leaders announced that the White House conference had agreed to introduce revision legislation in the House following President Roosevelt’s Message. The Associated Press of America says it is believed that revision will be confined to the arming of merchantmen.
