JAPAN’S DEVIOUS POLICY SYMPATHIES WITH AXIS. "REORGANISATION” HOPES. (Received This Day. 12.15 p.m.) TOKIO, June 24. Questioned on a statement that Japan intended to fulfil her.treaty obligations to both Germany and Russia, Mr Ishii declined an explanation of the feasibility of dual support. He dismissed as only a rumour a report that Japan was trying to mediate in the conflict. Informed opinion is that Japan probably will announce a policy of nonbelligerence. The "Kokumin Shimbun” says Japan’s policy in principle is co-operation with Germany and Italy, who are engaged in the reconstruction of Europe. This co-operation is aimed at destroying the system of Anglo-American influence in Europe and the Far East. Japan has already freed herself from dependence on England and the United States and adopted the only possible attitude toward England and America as countries of a hostile character. In view of all this, Japan’s feelings toward Russia, who is co-operating with England and America, cannot remain unaffected.

ALL POSSIBLE HELP PROMISED BY ROOSEVELT TO RUSSIA. LONDON, June 24. It is announced by President Roosevelt that all possible aid from the United States is promised to Russia.
