Two confirmed spokesmen of the Administration today expressed views which may be pointers to Mr Roosevelts next speech. Senator Guffy in a radio speech demanded convoys to Britain, and said “We face the alternative of convoying now or fighting later.” Senator Mead, in a letter to the State Secretary, Mr Hull, urged “seizure by force without delay” of the French possessions in the Western Hemisphere unless Vichy consents to American use of them as bases. In addition, Senator Pepper, after a conference with the Assistant Secretary of State, Mr Berle, commented: “It is only a matter of time before we repeal the Neutrality Act, either by law or in fact.” A test poll has revealed that a Senate Foreign Relations Committee would support by 73 members to 10 a repeal of the Neutrality Act should the Administration propose it.
