The Government spokesman, said that, unconfirmed foreign Press reports have stated that the United States, Britain, China, and the Netherlands hate concluded a military and naval pact to oppose Japanese expansion. He emphasised that there was no confirmation of this, but he added that Japan was watching developments sefionsly. COASTAL FIGHTING CHUNGKING ADMITS LOSSES. LONDON, April 21. A Chinese, communique issued from Chungking states that in China coastal hostilities have intensified from northeast Chekiang Province to East Fukien. It admits that the Japanese have captured Ningpo, Chenhai and Shaoshing, of which Ningpo and Chenhai fell for the first time. Fighting is continuing in the Wenchow and Foochow areas, it states.
