Informed quarters endorse the view expressed by officials in Berlin today that Bulgaria is not joining the Axis. It is authoritatively learned that now that it appears certain that Bulgaria will not be involved in war this winter, the Berlin visit by the Premier, Professor Filoff, and the Foreign Minister, M. Popoff, has been cancelled. The development is apparently the result of successful Bulgarian insistence that she is unable to move before the attitudes of Russia and Turkey have been clarified.
In the House of Commons the Undersecretary for Foreign Affairs, Mr. R. A. Butler, made an important statement on Britain's attitude to Bulgaria, the 8.8. C. states. Mr. Butler said his Majesty's Government welcomed the report that Bulgaria was not joining or assisting the Axis. In these conditions the policy of Britain in any peace settlement to which she was a party would be to respect the integrity and independence of Bulgaria. The Nazis are still busy explaining that the first series of admissions to the Axis-Japanese Pact has closed. The Bulgarian Minister of Yugoslavia has stated in Belgrade that Bulgaria is not joining the pact.
