FAMILY ALLOWANCES
GREAT BRITAIN'S DECLINING BIRTH RATE. Some five years hence, according tc predictions as certain as statistics can make them, the population of Great Britain will become stationary and then begin slowly to fall, says “The Times." The economic consequences o! a declining population may be debated by economists. The psychological consequences are less doubtful. Great Britain cannot assume the position marked out for her at the end of the war as the leader of Europe cannot even remain for long a great Power if she loses the faith to reproduce her steck. Here then is an urgent and uncscapable problem. Nearly every one agrees that the State must take responsibility for adjusting workingclass incomes to the needs of a family which they do not at present suffice to meet. We cannot afford to permit a further postponement of this measure of social justice.
