Mr Cordell Hull and Mr Horinouch: (Japanese Ambassador) discussed means of arriving at a modus vivendi whereby Japan would receive most favoured nation treatment when the Japanese-American trade treaty expires on January 26. It is believed to be certain that such an arrangement will be reached. In order to allow time for the negotiations between the U.S. Ambassador in Japan (Mr Grew) and Admiral Nomura, Japanese Foreign Minister, the conversations are at present concen trated on finding a temporary arrangement to permit a continuance of Japanese buying in the United States until the new treaty is consummated or the negotiations collapse.
