RIGHT OF REPRISAL
AFFIRMED BY FRANCE. SEIZURE OF GERMAN EXPORTS. By Telegraph—Press Association—Copyright. (Received This Day, 11.30 a.m.) PARIS, November 28. An official decree similar to the British Order-in-Council places an embargo on German exports from December 4 onwards. It includes cargoes loaded outside German territory. “German practices,” it is stated, “have given France an incontestable right of recourse to reprisals which will halt all seagoing exports of German merchandise.”
