COMPLETE BREAKDOWN OF NEGOTIATIONS NO RUPTURE OF GENERAL RELATIONS. QUESTIONS TN DISPUTE. NEW YORK. October 17. The Moscow correspondent of the “New York Times,” Mr Gedye, says that the breakdown in negotiations is definitely complete, but no rupture has occurred in the Russian-Turkish relations generally. Turkey’s determination to maintain good relations with Russia in unchanged. However annoyed the Soviet may be at present, so far nothing has happened to preclude negotiations on a quite different basis later. Failure to agree touched questions of the Black Sea neutrality bloc. Bessarabia, Dobrudja and the Straits. The situation was difficult from the outset because both came to the conference table with hands tied, Russia because of obligations to Germany, Turkey because of obligations to England and France, to which she firmly adhered. German influence seems to be exercised against Russia securing Bessarabia, Germany urging that such questions should be settled at the end of the war. coglu’s visit enabled a multifold exchange of Russian-Turkish opinions upon mutual problems. The talks were conducted in a cordial atmosphere, confirming the stability of Russian-Turkish relations and the desire of both countries to preserve peace. The two governments agreed upon the desirability of further contact.
