REFUSAL TO CLOSE STRAITS IN EVENT OF WAR. BETWEEN RUSSIA AND ALLIES. By Telegraph—Press Association—Copyright. LONDON, October 18. The Istanbul correspondent of “The Times” says it is understood that one of the Russian conditions that Turkey found unacceptable was that, in the event of war between Russia and the Allies, Turi key should close the Straits against Allied fleets. The Moscow corespondent of “The Times” emphasises that Turkey’s refusal to act disloyally to England and France, specially to close the Straits, may have important reactions on the Soviet’s future co-operation with Germany. Before his departure from Moscow yesterday, whore he has been since September 25, the Turkish Foreign Minister. M. Saracoglu, paid a farewell visit to the Kremlin, a radio message states. Among those present at the station to see him off were the Soviet Vice-Commissar for Foreign Affairs, the British Ambassador, and other foreign officials.
