LONDON, October 18. The Istanbul correspondent of “The Times’’ says that the Turkish Prime Minister, Dr Saydam, today informed the Parliamentary group of the People’s (Government) Party that the negotiations between Turkey and Russia have been broken oil. The Foreign Minister, M. Saracoglu, has' left Moscow. It is expected that Turkey will now sign the British and French agreements. The Turkish Cabinet met and examined a report by M. Saracoglu on the Kremlin talks. A communique stated that the guarantees the Soviet offered did not compensate for obligations Turkey was asked to incur. A Russian communique merely said that M. Saracoglu’s visit enabled a comprehensive exchange of views which again confirmed the friendly relations between Russia and Turkey and their common effort to maintain peace. It added that the two Governments had decided to maintain contact in the future for discussions on questions interesting both. Reports from the correspondents in Turkey of other agencies state that the reason given by Dr Saydam for the failure of the negotiations was that the demands made by the Soviet contravened Turkish security. The Soviet had raised proposals different from those previously agreed upon, including proposals incompatible with Turkey’s commitments to England and France,,and therefore contrary to the interests of Turkish . security. Reuter’s Ankara correspondent says that the German Minister-at-Large, Dr von Papen, has left for Berlin, astonishing well-informed circles with the unexpectedness of his departure.
