The formal report of the Foreign Relations Committee of the Senate on the Neutrality Bill, the .debate on which will be held on October 2, declared that the repeal of the arms embargo was necessary for the maintenance of neutrality.
The Washington correspondent of the “New York Times” says the report strengthens the move to concentrate the debate on the embargo issue, excluding other aspects. It is slated unofficially that Administration Senators believe a strict cash-and-carry clause may replace the ninety days credit provision.
