PLEDGE TO CANADA
UPHELD BY PRESIDENT ROOSEVELT NOT ALTERED BY WAR. . MAINTENANCE OF MONROE DOCTRINE. By Telegraph—Press Association—Copyright, WASHINGTON, September 12. President Roosevelt today served notice Io the world that Canada’s declaration of war against Germany has not altered the pledge given by •the United States that it would be quick to prevent any attempt at domination of Canadian soil by any non-Bri-I ish foreign Power. He. said that the promise made al Kingston, Ontario, last year was as binding now as it was then. Mr Roosevelt denied that this represented any extension of the Monroe Doctrine, contending that the doctrine envisaged such action from the start. The subject arose at a Press conference in connection with a statement in London that information had been received that Mr Roosevelt’s Kingston declaration placed Canada on a special ■status regarding defence. The American Secretary of State, Mr Cordell Hull, indicated to journalists that the Government of the United States would formulate its policy to the position in Europe after it had received reports on the sinking of merchantment by the belligerent Powers in Europe.—By radio. The Washington correspondent of the Associated Press of America says that Mr Roosevelt appears to be assured of the support of a majority of the Senate and the Foreign Relations. Committee for some form of his proposal to sell arms to belligerents. It was revealed that Senator Van Nuys is ready to further the cash-and-carry idea if it is properly safeguarded. He said, “My sympathies are with Europe’s democracies.” Notably he is among the 12 Senators who delayed consideration of a repealment of the arms embargo last session.
