Several references to the Dominions and the refugee problem were made during a brief debate in the House of Lords initiated by the Earl of Lytton, who said private charity in Britain had raised five millions sterling for refugees and that the Empire should do more. There were many undeveloped tracts in Australia, New Zealand, Rhodesia and elsewhere. The Bishop of Chichester commended Australian help and expressed th.a opinion that there was plenty of room in New Zealand also if the imagination of the people there could be roused. He agreed that refugees were an investment, but said the British Empire could not should the burden alone.
