SELF=DEFENCE SOLELY
NO ENCIRCLEMENT AGAINST GERMANY. There is no encirclement. No action against Germany is contemplted, declares "The Times” in discussing Britain’s policy of forming an anti-aggres-sion front in Europe. None can ever be taken unless Germany herself is to attempt the further extinction of nation ■ al liberties. The British pledge to Poland, and the consultations that now move a step forward with Colone Back’s visit to London, arise from the contingencies of self-defence and have none but a defensive intention. More light may be thrown upon their pattern in the new few days. No compulsion attends them except the compulsion of facts; nor can it be said in advance what areas and people they may ultimately embrace. Equally nc Power is excluded. The British refusal to accept ideological difference as a line of international division applies nc less to relations with the Soviet than to relations with Nazism and Fascism
