The fullest information was also communicated to France and the United States. In Berlin, Sir N. Henderson called on Dr Weizsacker. Secretary of State co the German Foreign Office, and in Rome the British Charge d’Affaires called on the Italian Foreign Office. The gross number of men who will be called up for training under the Bill is estimated at 310,000, but Mr Chamberlain, replying in the House .of Commons to an inquiry by Mr D. Lloyd George, said this figure would be subject to considerable reductions. The estimated actual number to be obtained under the measure will be 200,000. A great rush to join the Territorials throughout the day continued at night, on the news that those of twenty years of age joining up would become exempt from conscription, but that there will be no exemptions after tonight. The proposals apply to men between their twentieth and twenty-first birthdays. All of the 200,000 will not be called up for training simultaneously, owing partly to difficulties of equipment. The Government considers the plan will cause minimum trouble to business men. The age group has been chosen on the ground that the average young man is most easily spared at that period. The scheme will affect about two thousand undergraduates at Cambridge.
