The Council of the International Peace Campaign passed a motion stating that while desiring to end the cruelties which are ravaging Spain it protested against pressure on the loyalist Government in the direction of unconditional surrender. It asked the States devoted to peace and justice to endeavour to secure a settlement conforming to the politicoeconomic independence of Spain, the immediate withdrawal of the foreign forces and foreign control, and a guarantee that no Spaniord will be persecuted because of his political attitude. Another resolution demanded an embargo on arms and war material for Japan and urged the Powers to refuse all Japanese imports. BOMBS ON MADRID SIXTY KILLED AND 200 WOUNDED. MADRID, February 19. Sixty persons were killed and 200 wounded in a bombing raid on Madrid. The bombs were scattered, one falling in the crowded entrance of an underground station, where many were killed.
