The idea of a memorial hall and bathing pavilion on the site of the first Landing of the pioneers of the province was first conceived by the Petone Borough Council. The council then announced a competition for designs for the building, with prizes of £lOO and £25. The winner of the contest, Mr Horace L. Massey, has given his quotation as £7,030, fees included, which is well within the 10 per cent margin allowed.
