“Complaints have been received that street photographers are causing congestion in the streets, and the firms employing these men have been informed that unless things improve their licences will be withdrawn,” said a report to the Christchurch City Council by the by-laws committee. “The persons concerned have now held a conference and have submitted a roster of sites for carrying on their business which have been approved by the committee. Adherence to the sites on this roster will be made a condition of their licences in future.”
