MEETING OF MASTERTON COUNCIL APPLICATIONS FOR PARK OVAL The Mayor, Mi' T. Jordan, presided at the monthly meeting of the Masterton Borough Council, held last night. Others present were —Councillors Trevor Beetham, J. Ninnes. G. W. Morice, A. T. Jackson. H. E. Gardner, R. Russell, W. Kemp. W. H. Judd. A. D. Low, and W. White. Councillor G. D Wilson was granted leave of absence. The Wairarapa Amateur Cycling Club was given permission to use the Park Oval for training purposes, subject to suitable arrangements being made with the Masterton Amateur Cycling Club. The Wairarapa Cricket Association was granted permission to use the Park Oval on the same terms and conditions as last year. 5 The Wairarapa Caledonian Society was granted the use of the Park Oval for its annual gathering on January 2 on the usual conditions.
An application by the Wairarapa College for the use of three grass tennis courts on Monday afternoons from 3 p.m. to 5 p.m. for girls attending the college was granted. The girls are to play in their school uniforms, and are to be in charge of a teacher. The Masterton Amateur Athletic Club was given permission to use the Park Oval on Wednesday evenings for club runs on the same terms as in past seasons.
A letter was received enclosing an account for' £l2, representing the council’s allocation of the cost of advertising through the Gas Companies' Association. It was decided to ask on what basis the sum of £l2 had been arrived at in view of Dunedin’s allocation being £2O.
It was decided that renewals to the gas undertaking as recommended by the Gas Manager be undertaken, and that for the purpose of paying for them application be made, to the Depreciation Fund Commissioner for the sum of £l5O, the amount required to pay for plant which has become worn out, and is incapable of further profitable use.
A letter of congratulation is to be sent to Mr H. Dungate for his work in produqing an automatic control for the governors at the Gas Works, and as a mark of the council’s appreciation, he is to be given a bonus of £5. In reply to a letter from the Housing Department regarding permits, inspection fees, local body services, rates on State houses and communal garages, it was decided to advise the department that in the opinion of the council the Housing Department should assume the same responsibility for rates on State houses and communal garages as a private owner. Mr J. A. Kelly and Mrs Brenkley were reappointed custodians at the Men’s Baths and the C. and A Baths respectively. Miss E. Donald was granted permission to teach swimming in the Men’s and the C. and C. baths on the same conditions as last year. The Masterton Swimming Club forwarded a statement of their receipts and expenditure for last season. The council’s share of the proceeds of night bathing amount to £8 13s 4d. The tenant of the Borough reserve at Mangaone is to be informed that in submitting an offer for a lease of the reserve the question of rates will be the liability of the lessee. The question of installing a clock in the C. and A. baths and erecting a notice in Mawley Camp drawing attention to the swimming baths facilities was left to the Engineer. The Returned Soldiers’ Club forwarded a cheque in payment for rates for the year 1938-39, less the 5 percent discount. In view of the fact that discount date had passed the council could not allow the rebate to be deducted. It was, however, decided to make a grant to the club of an amount equal to the rebate, the sum to.be charged to unauthorised expenditure. In reply to a letter from the Commissioner of Transport regarding the issue of special L. signs for new drivers, it was decided that in the opinion of the council there should be no half-way house between a driver and a non-driver, and that a recommendation be made to the New Zealand Road Safety Council that minors be granted a probationary license subject to cancellation by a traffic inspector if in his opinion the holder proved to be an incompetent driver. Mrs A. Woodmore is to be sincerely thanked for her offer to allow the use of any part of the Jeans Estate for parking cars.
