NON-INTERVENTION
DIFFICULTIES IN SPAIN SUGGESTED OFFICIAL VISIT (British Official Wireless.) RUGBY, September 3. Among various suggestions which are under discussion for overcoming difficulties raised by . General Franco’s reply to the Non-Intervention Committee’s plan for the withdrawal of nonSpanish combatants; one that is receiving attention is that Mr Francis Hemming, secretary to the Board ol the Non-Intervention Committee, should go to both sides in Spain ana endeavour to explain personally details of the plan. It is suggested that such a visit might help to remove misunderstandings.
