COMMENT ON NEW ZEALAND BILL CONDITIONS OF SUCCESS LONDON, September 2. The “Manchester Guardian,” in a leader, describes the New Zealand Social Security Bill as one of the most notable social measures introduced by the Dominion’s first Labour Government. It reviews the programme, which it declares would astonish and might alarm ‘any country which has not a vigorous record of social progress. “But New Zealand led the way in legislation of this kind long before a Socialist Government came into power there or in any other part of the British Commonwealth,” the “Guardian” adds. “The present Government has benefited by a buoyant Budget, on which it will pursue its progressive ideals. If it is not tempted in its zeal to carry the Dominion beyond its means, it will be remembered for carrying on a remarkable tradition.”
