EMERGENCY MEASURES IN JAPAN MUNITIONS & TRADE PLACED FIRST. CONSUMPTION OF WOOL RESTRICTED. (Recd This Day, 9.35 a.m.) TOKIO, June 23. An emergency meeting of Cabinet issued a decree for the control and more economic use of national resources. Preference will be given firstly to munition needs and secondly to export trade. The commodities, of which consumption is restricted include raw wool and metals.
