Mr Vernon Bartlett, writing to the “News Chronicle,” ascribes to the Spanish and Abyssinian situations unprecedented resentment against the British Government on the eve of the meeting of the League Council, at which Spain may charge Britain with a breach of the Covenant in connection with the Anglo-Italian pact, as failing to terminate German and Italian intervention.
