NO FINANCIAL DECREES ISSUED ATTITUDE OF THE MINISTER OF FINANCE. CABINET APPROVES TALKS WITH ITALY. By Telegraph—Press Association. Copyright. PARIS, April 20. After reviewing the situation, the Cabinet, contrary to expectations, issued no decrees. Financial circles are relieved that the Government refuses to be stampeded, but nevertheless feel that the crisis is not solvable 'by standing pat. Bourse prices sagged. It is understood that M. Marchandeau (Finance Minister) told Cabinet that recent events on the Bourse and foreign exchange markets had eased the position of the Treasury and that it was not necessary, therefore, to' extend the limit of Treasury borrowing from the Bank of France. Cabinet decided on a drastic purge of undesirable aliens and stricter control of frontiers. M. Bonnet (Foreign Minister) secured approval of Italo-French conversations. An Ambassador to Rome is to be appointed immediately the League Council authorises recognition of the conquest of Ethiopia. RUMOURED LOAN FOR PURCHASE OF MATERIALS (Recd This Day, 9.55 a.m.) PARIS, April 21. Rumours are current in financial circles that France is seeking a loan of 312 millions sterling, chiefly from Britain. It is suggested that France is required to purchase raw materials, mainly copper, tin, oil, lead and cotton and also will order aeroplanes.
