An Ambassador to Rome is to be appointed immediately the League Council authorises recognition of the conquest of Ethiopia. RUMOURED LOAN FOR PURCHASE OF MATERIALS (Recd This Day, 9.55 a.m.) PARIS, April 21. Rumours are current in financial circles that France is seeking a loan of 312 millions sterling, chiefly from Britain. It is suggested that France is required to purchase raw materials, mainly copper, tin, oil, lead and cotton and also will order aeroplanes.
